NABARD Consultancy Services (NABCONS) has opened applications for 4 vacancies including SPMU Skill Operation, Programme expert – (placement and post placement Tracking), Programme Expert – (Training Centre Monitoring and Quality Assurance), and Associate Project Consultant – Finance posts on a contract basis. The engagement is for a period till 22 September 2027 under advertisement number NABCONS/CO-HR/21/PBCS/2026-27, with consolidated professional fees varying by post as Rs. 1,54,609, Rs. 1,06,294, Rs. 1,06,294, and Rs. 86,967 respectively. Eligible candidates can submit their online applications from 14 October 2026 to 21 October 2026. The selection process consists of preliminary screening or shortlisting, interview and/or assessment of proficiency, and a medical fitness test.

Who Can Apply

Candidates must meet the specific educational qualification, experience, and age criteria prescribed for each post under the Punjab Skill Development Mission assignment.

• SPMU Skill Operation: MBA / PGDM / PGDRDM / PG in any discipline. Minimum Total Working Experience of 5 years out of which 3 years experience in DDU-GKY Project at SRLM / SSDM / TSA / CTSA level etc. Age below 55 years as on date of publication.
• Programme Expert (Placement and Post Placement Tracking): Minimum Qualification: MBA / PGDM / MSW / Post graduate in Rural Development / Management or equivalent qualification (2 years full time) from a reputed institute or university. Minimum 03 years of experience out of which one year should be in skill development and placement tracking preferably in Govt., Semi Govt. / donor agencies / top PIAs. Age preferably below 45 years as on date of publication.
• Programme Expert – Training Centre Monitoring and Quality Assurance: Minimum Qualification: MBA / PGDM / MSW / Post graduate in Rural Development / Management or equivalent qualification (2 years full time) from a reputed institute or university. Minimum 03 years of experience out of which 01 year should be working with Govt., Semi Govt. / donor agencies / Other Rural Development Projects. Age preferably below 45 years as on date of publication.
• Associate Project Consultant (Finance): Minimum Qualification: MBA Finance / CA / ICWA / CS Inter. Minimum experience of 5 years and having prior experience of working in the Government sector (skill development programme experience preferred). Age preferably below 45 years as on date of publication.

Pay and Terms

The selected consultants will be engaged as Project Based Contract Staff (PBCS) till 22 September 2027, with potential extension based on project requirements and performance. The initial monthly consolidated professional fees are Rs. 1,54,609/- for SPMU Skill Operation, Rs. 1,06,294/- for Programme Expert (Placement and Post Placement Tracking), Rs. 1,06,294/- for Programme Expert – Training Centre Monitoring and Quality Assurance, and Rs. 86,967/- for Associate Project Consultant – Finance. Annual increments may be provided based on performance. Candidates are liable for tax deductions at source under the Income Tax Act. Travel allowances are applicable as per norms of PSDM and directly released by them. Accommodation is not provided by NABCONS.

NABCONS SPMU Skill Operation Job Description

• Lead the team of consultants positioned at the State Technical Support Unit for management of DDU-GKY Programme in Punjab.
• Ensure deliverables of the STSA in a time bound manner and submit Monthly Deliverables Report (MDR) to the client.
• Establish a responsive concurrent monitoring system and submit Quarterly Project Performance Report (QPPR) and Quarterly Action Plan (QAP) along with budget estimates to PSDM.
• Support PSDM for devising solutions for planning, management, monitoring, and reporting for skill development schemes, and build capacity of all stakeholders.
• Engage with industry, Government Institutions, Private Training Providers, and various councils for training activities, and monitor the roll-out of skill development centres.

Selection Process
